Tasks of the electrical supervisor

We carry out the tasks of the electrical supervisor in accordance with a project-specific consultancy agreement, a time-use plan, Optireal’s quality process, and a supervision plan approved by the client. The supervision plan serves as the electrical supervisor’s guideline and task list, which the supervisor uses as a tool to steer their work.

Design review by the electrical supervisor

Reviewing the electrical designs adds practical site perspective, coordination, and often cost-saving proposals. The review focuses particularly on ensuring that:

  • Electrical regulations, laws, and standards have been followed
  • Any client-specific electrical design guidelines have been followed
  • Items agreed in design meetings related to electrical work have been taken into account
  • Electrical systems can be implemented in accordance with the electrical designs
  • Electrical designs and other plans, as well as contract documents, are consistent and non-contradictory
  • There is no risk of significant additional or change work in the electrical contract due to the designs
  • The designs account for users’ special requirements and needs
  • The client’s lifecycle models and the requirements of environmental certifications have been taken into account for the electrical systems

The electrical supervisor utilizes any available BIM models during design review to grasp the overall picture and coordination. The design review is conducted as thoroughly as possible, also ensuring that the electrical supervisor gains a comprehensive understanding of the site with a view to construction-phase supervision. During the design review, the supervisor begins preventive measures against potential electrical issues and identifies possible construction-phase risk factors in advance.

The electrical supervisor delivers the findings of the design review to the client and the project’s design team. It is often advisable to address the observations in a joint design review session, during which the project team agrees on the changes and corrections to be made to the electrical designs.

Planning of electrical supervision tasks

The electrical supervisor prepares a supervision plan tailored to the project’s specific needs and risks and has it approved by the client. When planning supervision actions, the supervisor must have access to the contract documents and electrical designs. The supervisor reviews the documents during the planning and execution of supervision actions. The electrical supervision plan is kept continuously up to date and is revised when changes occur. Any changes to the client-approved supervision plan are always submitted for client approval.

General responsibilities in electrical supervision

The electrical supervisor ensures that the principal contractor has prepared site safety plans and that the principal contractor has prepared the safety document and the legally required safety plans. The supervisor also verifies that a chief supervisor has been appointed for the project, responsible for other general supervisory tasks. If no chief supervisor has been appointed, the electrical supervisor ensures that the general supervisory duties are carried out.

The electrical supervisor monitors overall site cleanliness, order, and fire safety. Deviations are pointed out immediately, verbally, to site management. The supervisor’s observations are also recorded in the supervision report delivered between site meetings. The electrical supervisor ensures that work is carried out in accordance with the cleanliness management plan.

Schedule control of electrical work

The electrical supervisor ensures that electrical works are scheduled with sufficient detail and realism.

The electrical supervisor pays special attention to adequate time windows for actions at the acceptance phase.

The electrical supervisor ensures that the site receives the necessary electrical designs and clarifications from design so that the project schedule is not jeopardized due to designer delays. The supervisor monitors the master schedule and keeps an eye on the prerequisites for meeting interim milestones. The supervisor flags any deviations verbally and in writing. Quality control of technical execution

The electrical supervisor plays a key role in ensuring that electrical installations are carried out safely, efficiently, and in accordance with all applicable standards. Site supervision and quality assurance of electrical work are performed in accordance with the agreed electrical supervision plan. The supervisor ensures that work performance, methods, and conditions are such that the outcome meets the technical and quality requirements of the designs, good construction practice, and the contract. Observations are communicated to project stakeholders verbally without delay and in writing as soon as possible.

The electrical supervisor ensures that all quality assurance measures required by the contract are carried out. The supervisor monitors that the electrical contractor has sufficient competent resources for quality assurance and work management. The supervisor ensures that equipment suppliers’ and manufacturers’ installation instructions are followed. The supervisor ensures that dust and moisture protection of installed and stored equipment and systems is properly handled. The supervisor requires the contractor/suppliers to provide the necessary working drawings and reviews/comments on them. The supervisor ensures that the designer reviews/comments on the materials in turn.

The electrical supervisor reviews/comments on proposed products and subcontractors submitted by the electrical contractor. The supervisor ensures that the electrical designer reviews/comments on the materials in turn. The supervisor ensures that the contractor maintains an approval matrix in which the electrical supervisor and designer record their approvals. On site, the supervisor ensures that products and equipment comply with approvals. The supervisor monitors inspections in accordance with the inspection document. The supervisor ensures that contractors perform inspections at the right time and document them in the inspection record. The supervisor ensures that the contractor maintains redline sets/as-built drawings.

Financial control of electrical work

Financial control tasks depend on the contract model used in each project. Financial control is particularly emphasized in contract models billed based on actuals. If necessary, the electrical supervisor participates in handling

matters related to disputed or otherwise unclear project costs. The supervisor comments to the client on the electrical contractor’s variation proposals (additional and deductive offers) regarding scope, content, quantities, and prices. The supervisor lists potential deduction items related to the electrical contract for the client and handles them towards the contractors.

Documentation of electrical supervision

The electrical supervisor maintains accurate documentation of all supervision actions and prepares regular supervision reports. The supervisor ensures that the electrical contractor documents their work performance and quality assurance measures appropriately. The supervisor’s reports, minutes, and memos are delivered by email to participants and the client’s representatives, and archived in Optireal’s systems and in the project bank, if one is used. The supervisor issues a supervision report on events between site meetings before each site meeting. The report is discussed at the meeting and appended to the site meeting minutes.

Supervision of user training

It is crucial that when the building is handed over from construction to the maintenance organization, users and maintenance staff have the capabilities to manage the property and its building services systems. The electrical supervisor ensures that the electrical contractor prepares training programs for the various systems and delivers the trainings and user instructions required of them. The supervisor ensures that the property’s operations and maintenance staff are involved in the acceptance phase. The supervisor oversees the user training session and ensures that all necessary topics are covered, and that trainings are delivered with sufficient detail and scope.

Acceptance procedures of the electrical supervisor

Acceptance-phase inspections are carried out in accordance with the contracts, supervision plan, inspection document, and specifications. Commissioning tests are prepared and conducted with particular care. The electrical supervisor specifies in the commissioning test protocol all items to be inspected and the results. Commissioning tests can be approved once all defects and deficiencies have been rectified and the electrical supervisor has verified this with proper documentation. The supervisor prepares defect, deficiency, and observation lists that clearly identify the responsible contractor/party to whom the observation applies. The supervisor performs re-inspections before the post-inspection meeting and provides an up-to-date list to stakeholders. The supervisor reviews warranty certificates for separate warranties (in accordance with specifications). The supervisor checks, for their own discipline, that the contractor has uploaded all required documents to the O manual and the project’s document management system.

The electrical supervisor reviews the project’s as-built drawings for their own discipline. The final drawings must be stored in the project’s document management system. The supervisor reviews the O manual materials together with the project’s O manual coordinator, taking into account the client’s O manual instructions.

Warranty-period tasks of the electrical supervisor

Warranty-period supervision tasks are carried out to the extent agreed with the client. Typically, the electrical supervisor’s duties include documented inspection rounds for the one-year and warranty inspections. The supervisor reviews punch lists prepared by stakeholders and users for building services works and ensures that the agreed corrective measures are implemented. During the warranty period, the supervisor checks that contractors have taken care of their warranty-period maintenance and quality assurance duties. The supervisor ensures during the warranty period that the building services operate as designed, maintenance is appropriate, and that the energy consumption targets and indoor conditions defined during design are achieved.
